New to the forum and need some parts for my new project

I have a 2002 Gas 4X6 gator with a Kawasaki FD620D motor and the previous owner only ran water as a cooling liquid.

Both heads are pitted and have blown the head gaskets.

Is it possible to shave or deck these cylinder heads? If so, how much can you get away with taking off?

2) Do you really need the cover that goes over the throttle / governor springs and levers?

Cover mentioned in #2, if I need it.
A photo of how the springs and linkages hook up located under cover in #2.
Front hood, mine is all cracked.

I'm working on a tight budget and can't afford purchasing new stuff from JD.
